Clinton County Engineer Todd Kinney reported that a ditch cleaning request in drainage district 20 is not urgent.
Kinney added that while the cleaning and repair project is not urgent, it does need to be straightened out.
“Well, the price of corn and beans and the amount of renters paying, I think we owe to everybody to keep these drainage ditches functioning as well as they can because, you know, it’s a little different game than it was 30, 40 years ago as far as if you had five or six acres out of production because of the weather,” Clinton County Supervisor Jill Davisson said during Monday’s meeting. “Now everybody needs to get those things planted.”
Kinney was contacted by Jim Paasch in May requesting that ditches three and four in the drainage district be cleaned. Kinney told the board that the district was established in 1919 and constructed in 1920. A small repair project was completed in 1950 and a major cleaning project was completed in 1969. Tile repairs also were completed in 2008.
Kinney conducted a visual inspection of the ditches and found that both have vegetation growing in them causing a slight obstruction of flow. Broken pieces of clay tile were found west of the 12-inch tile outlet into the ditches. Kinney recommended that the tile line be monitored for erosion holes in the field and other possible signs of failure. He also recommended re-establishing the original ditch bottom width and aligning the flow line of the ditch through minimal excavation work. He added that trees and brush be removed from the southern end of the district and the debris under the bridges should be removed.
The estimated cost for the project is $28,700. This includes $15,200 for ditch excavation, $7,500 for tree and brush removal, $3,000 for seeding and fertilizing and $3,000 for engineering costs.
The issue will be discussed further at a later date.
