NRM set to begin preparations

CLINTON — Nevada Railroad Materials, Inc. (NRM) will soon break ground at the Lincolnway Industrial Railport in Clinton.

At a special Clinton City Council meeting Wednesday, members of the council approved NRM early-access site preparation and building permit for the 18 acres of property the company proposes to purchase for $42,000 per acre.

Since the property sale has not been finalized, the agreement with the city allows NRM to begin the building preparations under the stipulation that the company does so at its own risk without any liability from the city.

The big push to begin the building process of NRM for city officials, is the progress RAIL.ONE has already reached.

“RAIL.ONE has already started moving dirt,” City Attorney Jeff Farwell said. “If (they) start laying track before NRM is finished moving their dirt, we’ve got a big problem.”

The early issuance of a building permit also received approval at the special meeting Wednesday, on the referral from attorney John Frey.

“With the city owning the property and the city doing the planning, there is no danger to the public for issuing the building permit before the planning procedue is complete,” Frey said.

Once the resolutions for early site preparation and the issuance of a building permit were voted on, the council members set a public hearing for the proposed sale of the property.

The hearing will cover the proposed purchase of 18 acres by NRM and also the city’s pursuance of 7 acres of land to be purchased from the Mary Jeanne Dodds Property Management Trust to be used for site preparation.

The public hearing will be held at 7p.m. on Tuesday, Aug. 13, at City Hall in Clinton.
