The Clinton County Area Solid Waste Agency will have its property’s pollution levels monitored.
During the CCASWA meeting Thursday, the agency discussed proposals from Barker Lemar Engineering Consultants to install new groundwater monitoring wells and leachate piezometers at the landfill east site. These installations are required by the Iowa Department of Natural Resources.
CCASWA Director of Operations and Education Brad Seward said the DNR simply wants the agency to monitor for underground pollution and make sure it is not moving off of the property. According to the Barker Lemar proposal, a Jan. 15 letter from the DNR stated that background data must be collected for sulfate. The monitoring of the temporary waste boundary along the west side of the south municipal solid waste landfill is due to high concentration of pollutants in the north site. A replacement piezometer is also required due to the abandonment of a leachate piezometer.
Barker Lemar will install two monitoring wells and two leachate piezometers and abandon one piezometer. The consultants will conduct two separate sampling events from selected existing monitor wells for cobalt. The proposal also includes conducting three additional sampling events for sulfide, an additional sampling events to differentiate between landfill gas and leachate and conduct two sampling events for natural attenuation indicator parameters. Analysis of the data will be conducted.
According to the proposal, the total cost will be $22,551. The agency will vote on the proposal during the March meeting.
Other topics of discussion were Seward’s monthly reports. He told the agency that they took in 25 real Christmas trees from the public in January and December. The repairs to the baler is complete. The CCASWA took in 300 tons last month from the Jackson County transfer station. Seward said construction of the new station should be complete sometime in March. Seward also said the agency will hear a cost presentation from Barker Lemar on the bio reactor maintenance project.
