Clinton man sentenced to prison for sex charges

CLINTON — A 36-year-old Clinton man will serve as much as 15 years in prison for illicit acts with a 15-year-old girl through text messages and social media.

Richard G. Neese, 642 Second Ave. South, pleaded guilty to sexual exploitation of a minor and enticing a minor. Clinton County District Court Judge Gary McKenrick ordered him to serve as much as 10 years in prison for the first charge and as much as five years for the second, with the sentences being served consecutively. Fines of $1,000 and $750 were suspended.

According to court documents, the father of a 15-year-old girl reported to Clinton police Feb. 12 that his daughter was communicating with Neese, a registered sex offender. He looked through her phone after she admitted she was communicating with Neese through texts and Facebook, locating some “disturbing” texts that were sexual in nature, according to the affidavit.

Court documents continue that text messages showed the defendant setting up a meeting with the girl on Feb. 13 at this residence to engage in sex acts. The phone number of the text is the same listed for Neese through the Iowa Sex Offender Registry.

The texts also discussed pictures taken by the victim, according to court documents. During a search of her phone, with the girl’s consent, officers found deleted pictures of naked body regions.

According to the affidavit, the girl identified the naked pictures as ones she took of her body and sent to Neese upon his request.

Neese will be required to register as a sex offender.
