Increase plan must be put in place

So, the Clinton City Council has us scratching our heads. In a vote last week, the council failed a motion that would phase in a sewer cost increase.

Now, no one likes to pay more for something, so on first glance, this sounds like a good idea.

But wait a minute.

The increase actually had been approved a long time ago, the only thing different is that the amount of the increase would not happen all at once, but in two increments.

Regardless of how much and when, the bottomline is it must happen. The city is committed to building a new wastewater treatment plant and has to make other upgrades per EPA mandates.

Again, not something that anyone would want to pay for, but when the federal and state governments mandate that changes are to be made, then it's really not up for discussion. However, it would be nice if the city would be able to receive some funding from either of those entities to offset the costs.

That would make sense, just as it would have made sense to collect the funds for upcoming work years ago, but instead those needed increases were not instituted by the then-city council.

When the upgrades had to be planned, the increases naturally followed.

So the council has to do it — even though councilmen would like to protect the pocketbooks of city residents.

It’s painful. But it’s reality.
