Although slightly behind the original schedule, a new family friendly affordable housing complex is still slated to be complete in Clinton this year.
The West Heights Townhomes will be built on the north side of Clinton at the corner of 11th Street Northwest and 14th Avenue Northwest by Iowa based Community Housing Initiatives. CHI currently operates three other properties in downtown Clinton, the Van Allen Building Apartments, the Clinton Block Apartments and the Armstrong Apartments.
Construction of the facility was expected to begin in the fall, but closing with the investor didn’t happen until December 2012. The project is funded by a federal tax credit, which will total more than $6 million over 10 years, and a HOME loan of $390,000. Both were awarded by the Iowa Finance Authority Board.
“Everything is going according to plan as of now,” Doug LaBounty, president of CHI, said. “We are excited to do our fourth project in Clinton, and continue to provide affordable housing to residents in the state of Iowa.” The complex will feature 30 units. There will be 26, 1,050-square-foot three-bedroom units, and four 1,300-square-foot four-bedroom units, in addition to garages. While all units will be handicap accessible, CHI has agreed to rent at least eight units to individuals with physical, mental and developmental disabilities.
The townhouse will be open to very-low and low income residents. The income restriction for a low-income family of four is $35,280. According to IFAB’s Chief Administration Officer Carolann Jensen, rents will range from $620 to $794, including a utility allowance and depending on the income of individuals living in the units.
CHI is tentatively breaking ground in March once the temperatures allow.
Construction on the property will be done by Ringland Johnson, which also completed the other three projects in Clinton. ASK Studio will be the architect.
