---- — FULTON, Ill. — Whiteside County voters may be able to once again consider implementing a one percent sales tax to fund school facility projects.
County School Facility Occupation Taxes have been on the county’s ballot previously, but did not pass in every district. Monday night, the River Bend Board of Education approved a resolution directing the Regional Superintendent of Schools for Whiteside County to certify to the county clerk the question of imposing such a tax. This referendum would appear on the March 18, 2014 ballot.
This tax can be used exclusively for school facility purposes. This includes the “acquisition, development, construction, reconstruction, rehabilitation, improvement, financing,architectural planning and installation of capital facilities.” A district can also use this money to pay bonds and other obligations issued for school facility purposes, provided that the taxes levied to pay for such bonds are abated.
Board Member Jane Orman-Luker said the district needs to get out to the community so the people know about the issues. However, the district is not legally allowed to campaign for or promote the tax.
“It’s a very fine line,” Orman-Luker said. She added that hopefully, members of the community will help get support for the tax.
