Adopting a tax levy and taking action on a one percent sales tax top the plentiful agenda for tonight’s River Bend Board of Education meeting.
Whiteside County residents could see a new sales tax referendum on the election ballots this spring. The board will take action on the resolution to direct the regional superintendent to certify the county clerk the question of imposing school facility sales taxes in Whiteside County at the April 9 consolidated election.
This Illinois County School Facility Tax is a nontraditional approach for Illinois public schools that allows county voters to approve a sales tax to fund school facility costs at a one percent maximum in one-fourth percent increments.
Money from the tax can be used to purchase new facilities, additions and renovations, land acquisition, ongoing maintenance, architectural planning, durable equipment, fire prevention and life safety, disabled access and security, energy efficiency, parking lots, demolition and roof repairs.
A tax request exceeding 5 percent could also impact River Bend residents. This year’s tax levy projection is higher than the usual amount for the Illinois Municipal Retirement Fund and social security due to recent budget deficits in these funds.
The assumption Equalized Assessment Value is $102,908,999, which is $1,799,857 less than last year’s EAV. Superintendent Chuck Holliday is recommending an EAV request of $110,102,338 or 6.99 percent higher than the assumption. He also recommends the board accept the 2012 tax levy as presented with an estimated total levy extension, without bonds included, of $4,419,672.
Other action items on the abundant agenda include adopting a 5.0 weighted grade point scale for students taking advanced placement classes, adopting district honors and advanced placement classes student accommodation guidelines and considering bids for fire alarm systems monitoring contracts.
Discussion items include wellness committee meal recommendations, district improvement plan and Fulton High School course descriptions and schedule for the 2013-2014 school year. The board will meet tonight at 6:30 at the River Bend School District board meeting room, 1110 Third St., in Fulton.
