Street work could be OK’d tonight

CLINTON — The Clinton City Council will hold a public hearing concerning the plans, specifications, form of contract and estimate of cost for the Manufacturing Drive Paving Project during the regular council meeting at 7 p.m. today in City Hall council chambers.
The lane-widening project on Manufacturing Drive had been planned for completion in June 2009 and had been estimated at $1.5 million. The funding for the project was approv-ed by the council recently as part of a $6.27 million bond issuance. A resolution on tonight’s council agenda will provide for the sale of the bonds. In June, City Administrator Gary Boden said that if the bonding was approved, reconstruction of Manufacturing Drive would get under way and could be done by the end of this year.
Following the public hearing, the council could approve a resolution awarding the project contract to Clinton Engineering Co. for $1,232,072. According to the resolution, the contractor would be allowed to begin work on the project as soon as the contract and bond have been filed.
The council could vote to approve the second and third consideration of an ordinance providing for the vacation and conveyance of street and alley rights-of-way and land in South Clinton to Archer Daniels Midland Co. The council voted to approve the first consideration of the ordinance on July 22.
The council could approve the first consideration of a city ordinance amendment that would add a new section establishing camping time limits for Willow Island. The amended ordinance would authorize the city to restrict camping up to a maximum of five days during any 15-consecutive-day period on Willow Island, restrict people from camping within 100 feet of the Discovery Trail or the gazebo on Willow Island, ban camping on Joyce Island and authorize the city to enforce the restrictions. The city already has amended a lease agreement with the U.S. Army Corps of Engineers to provide for the restrictions.
Resolutions to consolidate the Community Development Loan Committee and the Neighborhood Improvement Committee and to change the mission and reorganize the Riverview Park Commission to a new Parkland and Facilities Development Committee could be approved tonight.
Then the council could approve an Internal Operations Committee recommendation for the city to enter a contract for auditing services for fiscal years 2007-2008 and 2008-2009. The city has contracted with Clifton Gunderson for six years, including a three-year initial contract and a three-year extension, after the city accepted service proposals in 2002.
In July, City Treasurer Deb Neels requested the city extend the contract with Clifton Gunderson for one to two years, saying the council recently approved the hiring of an assistant finance director and the Finance Department would be in transition over the next year. Neels said the new assistant finance director should be able to aid in preparing the audit reports, thereby reducing the cost of the audit and improving the timeliness of the report.
The council could approve a request from the Clinton LumberKings to make improvements to Alliant Energy Field totaling approximately $90,000. The improvement would provide for sandblasting of the rusted portion of metal couplings to the concrete, replacement of concrete joint seals and the installation of a weatherized coating material to the coupling and the concrete.
The council is expected to approve a resolution amending the city’s Travel and Training Policy. The change comes after an Internal Operations Committee recommendation to revise the mileage reimbursement rate for employee use of private vehicles to the allowable federal rate of reimbursement of 58.5 cents. The current reimbursement rate is 25 cents per mile.
Later in the agenda, the council could authorize the expenditure to the Iowa Department of Transportation for the low bid of $15,357,945 from McCarthy-Foley Joint Venture for the Liberty Avenue-U.S. 30/67 Section 2 Phase I - 25th Place to South Fourth Street. According to the resolution, the DOT will be responsible for administration of the project and the city of Clinton shall be responsible for reimbursement of a portion of the contract in the amount of $8,052,448. The funding will be due upon completion of construction.
The council could approve a resolution approving the purchase of a one-acre tract of land at 430 S. 18th St. from George and Elizabeth Kunau for $15,000. The resolution states the property is in an area of significant stormwater runoff that must be addressed as part of the city’s stormwater management requirements of the National Pollutant Discharge Elimination System permit. The resolution details that the property may become part of a “Separate Environmental Project” that would be a requirement of a settlement agreement with the Iowa Department of Natural Resources and funding for the project may be utilized as an offset against potential fines issued by the DNR.
The council also could approve resolutions:
• restricting parking between two driveways on the north side in the middle of the 200 block of Sixth Avenue South;
• recommending the appointment of David A. Geisler as the human resources director in the Administration Department at a starting salary of $60,000;
• accepting bid and awarding contract for emergency replacement of the roof at Central Fire Station to Beckwith Roofing Co. at a bid of $24,275;
• Budget modifications of $21,000 for the Engineering Division of the Community Development Department to purchase a truck or van, $5,200 for the fire department through a grant received from LyondellBasell for computer hardware and software purchases and $800 from the asset forfeiture fund to the Clinton Police Department to purchase a SWAT canine vest and police crests for K9 Neiko.
Finally, the council could approve a Rules and Regulations Committee recommendation to establish a new council procedure that would allow budget modifications to proceed directly to the regular council consent agenda, without committee of the whole review in an effort to streamline the public meeting process.
