City boards, railport on tap for discussion tonight

CLINTON — The Clinton City Council will review recommendations for mayoral appointments to local boards and commissions at Tuesday’s meeting.

The recommendations were made by Clinton Mayor Rodger Holm and an advisory committee.

Housing Authority: Pat Zirkelbach for a two-year term ending July 17, 2011.

Housing Board of Appeals: Mary Connell for a term ending Sept. 30, 2012.

Human Rights: Re-appointment of Leslie McCreery for a term ending Sept. 30, 2015. Re-appointment of Nathanael Johnson for a term ending same date.

Library Board: Joan Pittman to fill an expiring term ending July 1, 2012.

Mayor’s Youth Commission: Celeste Robbins for a term ending Aug. 31, 2012. Abigail Jergenson for a term ending Aug. 31, 2012.

Plan Commission: Jim McGraw to fill an unexpired term ending March 31, 2013.

Traffic Study Commission: Doug Nelson to fill an unexpired term ending March 31, 2013.

In other action, the Committee of the Whole will discuss the need to enter into a 28E agreement with the county and Clinton Regional Development Corp. on the proposed Lincolnway Railport.

The agreement would spell out what costs each party is responsible for and could serve as a sign of commitment from the county. The measure would need to be signed by city, county and CRDC leaders.

The agreement lists the price tag of the railport at $15.6 million.

The council is also scheduled to vote on extending the contract with Lane and Waterman, LLP to provide legal services for the Clinton Marina. In the resolution, it states the contract should not exceed $13,000.

The Committee of the Whole will also discuss plans to update the city’s master plan. The Internal Operations Committee earlier approved a broad outline of steps, which will include citizen feedback early on in the process, the city will take to develop a new master plan.

The city’s current comprehensive plan is about 10 years old.
