Man jailed on meth charge

---- — CLINTON — A Clinton man is being held at the Clinton County jail on a $10,000 cash only bond for conspiracy to manufacture methamphetamine and possession of marijuana.

Clinton police arrested Dale S. Brooks, 31, 1016 South Fifth St., apartment one, Monday night, following a call from Paul’s Discount store.

According to court documents, the caller reported a suspicious white male buying Liquid Fire drain cleaner, who also had a can of Coleman camping fuel in his vehicle. Officer Casey Newmarch was driving south on South Fifth Street and observed the defendant’s vehicle, following it into a parking area at 1016 S. Fifth St.

The affidavit continues that Newmarch identified the defendant as Brooks from previous contacts and approached him before reached the apartment complex. While speaking with the defendant, Newmarch observed a can of camping fuel in the back of the vehicle.

From his training and experience as a methamphetamine laboratory investigator, Newmarch knew Coleman camp fuel and Liquid Fire drain cleaner are used to make meth, according to the affidavit.

After handcuffing Brooks, Nermarch asked him if he had anything illegal on him and was directed to a container with marijuana in his shirt pocket, according the court documents. The affidavit continues that Brooks admitted to Newmarch that he planned on using items in his vehicle and residence to make meth. Brooks signed a permission to search his vehicle and apartment.

With Brooks’ directions, officers located the camping fuel, Liquid Fire and two containers of salt in the vehicle, according to court documents. A search of his apartment revealed two cold packs, lithium batteries, rubber gloves, aquarium tubing, coffee filters, a coffee grinder and a funnel.

According to the affidavit, Brooks has attempted to purchase pseudoephedrine 18 times since November 2013. He admitted to purchasing the drug to give to a methamphetamine cook to receive meth in return, according to the court documents.
