Board concerned with audit approval

---- — CLINTON — The Clinton County Area Solid Waste Agency Board approved an audit Thursday to meet the state’s March 31 deadline.

Board members expressed concern and displeasure on having to rush the approval of the audit, the night that Andrea Rumler of Winkel, Parker and Foster presented. Typically, the agency waits a month after the audit presentation to approve it.

However, Director of Operations and Education Brad Seward explained that they did not have time to wait until the board’s April meeting.

“The ball was dropped,” Seward said.

The CCASWA did not get an appointment with Winkel, Parker and Foster early enough and could not get Rumler to attend the February meeting. Seward spoke with Rumler on Thursday about making an appointment for next year.

Rumler did present an overview of the auditor’s report, which identified a few weaknesses. She explained that the audit showed a lack of segregation of duties because one person does everything. The audit also noted a problem with “financial statement preparation” based on the fact that the CCASWA relies on Winkel, Parker and Foster.

Clinton representative Grant Wilke expressed concerns that he was not given any time to review the full audit report before approving it, saying that it made him uncomfortable.

Seward offered the option of waiting a week and voting through a special telephone meeting, but the board instead agreed to move forward Thursday.

“It is what it is and we have to deal with it now,” Camanche representative Trevor Willis said.
