Agency eyes service extension

CLINTON — The Clinton County landfill may consider extending services with its contract operator, Progress Contracts, Inc.

Brock Swan, of Progress Contracts, Inc., made a proposal at the Clinton County Area Solid Waste Agency meeting Thursday, giving the board discretion to approve a three-year extension of his services after his five-year contract ends in July 2015.

He said the board would have the option to either extend the contract or go out for bids, adding he has consistently been the lowest bidder by a significant amount.

Swan compacts and covers the waste in the landfill. Members of the CCASWA board agreed that he has done a great job.

Members Trevor Willis, of Camanche, and Jennifer Graf, of Clinton, wondered if the agency has the legal right to not go out for bid for the service. They both said if there was no legal issue, they would approve the proposal.

Director of Operations Brad Seward will contact the agency’s attorney to be safe.
