City to provide large item-pickup beginning Monday

CLINTON — Clinton residents can expect large-item pickup this fall after an official decision was made by the Clinton City Council on Wednesday.

At a special meeting, the council met to approve the April 21, 2014 spring pickup, but also amended the resolution to include a fall pickup that will begin Monday.

The decision to approve the fall pickup amendment came unanimously from the council Wednesday, despite the city’s previous inability to come to a conclusion on the issue on several different occasions.

“We’ve got to offer it,” At-Large Councilwoman Jennifer Graf said at an Oct. 8 meeting. Graf was a major reason as to why the discussion made it back to the council again.

Another advocate for the city’s reconsideration was City Administrator Jessica Kinser. After speaking with streets, solid waste and grounds superintendent Tom Krogram, she recommended that the council revisit the issue, allowing the pickup to happen by using the city’s street maintenance crews.

The plan Kinser and Krogman have worked out separates the city into four quadrants. Each quadrant is expected to take one week to complete, putting the total process at an estimated four weeks. During that time city employees will work from 6 a.m. to 6 p.m. and receive overtime pay.

“It will be an all hands on deck situation,” Kinser said.

To ensure they don’t run into a problem like this in the future, Councilman John Rowland suggested that the city keep records of how much manpower is required, how much trash is collected and how much money will be spent during the fall pickup. That information can be used for contracting inquiries next year.

“What I’m trying to get a better handle on here is when we go to private companies and private suppliers and try to get their service one of the complaints or concerns from them was we didn’t have enough information to provide them,” Rowland said. “So, now we’re going to have that type of information.”
