More urban renewal, city attorney discussion

CLINTON — City officials are scheduled to carry over a number of discussions that have been set in motion during the new term. Two weeks ago, the Clinton City Council directed City Administrator Jessica Kinser to research both of the city's options regarding its city attorney vacancy, and Kinser is scheduled to update the council Tuesday night during the Committee of the Whole.

On Jan. 14, the council also voted 4-3 to have a public hearing on the proposed Lincolnway Industrial Rail and Air Park Urban Renewal Plan. If approved, the 17-page document will allow Clinton to pursue tax increment financing agreements with RAIL.ONE, Nevada Railroad Materials and other prospective clients interested in settling at the rail park west of town.

However, the plan drew skepticism from council members when it was outlined that total costs of the projects were not to exceed $53.6 million. Kinser and temporary legal counsel both explained that the plan does not commit the city to spending those dollars, but they said it will allow the council to move quickly on economic development proposals.

Since the Jan. 14 meeting, the Urban Renewal Plan has been brought before the Clinton Planning and Zoning Committee. That committee unanimously recommended the plan to the council.

The Committee of the Whole meeting is scheduled to take place immediately following the council's regularly scheduled meeting at 7 p.m. Tuesday.

During the regular meeting, the council will hold a public hearing regarding the city's 2032 Comprehensive Plan. This document, prepared by the East-Central Intergovernmental Association, spells out city objectives over the next two decades and serves as a road map to guide future city decisions. Following the public hearing, the council will consider a resolution to adopt the plan.

The council meets at Clinton City Hall, 611 S. Third St., on the second and fourth Tuesday of each month.
