RAIL.ONE talks continue Tuesday

CLINTON — During the Clinton City Council’s last regular meeting, RAIL.ONE talks dominated the discussion. The Lincolnway Industrial Railpark occupant is bound to warrant more consideration Tuesday as city leaders host a public hearing for RAIL.ONE’s development agreement.

A draft of the agreement states the city will make semi-annual tax increment financing payments to the company for 10 years, not exceeding $6 million. Attorney John Frey, RAIL.ONE’s liaison for the development agreement, said that number will be closer to $1.5 million at current tax rates, however. Language stipulating job creation also was involved, with plant manager Larry Huinker estimating RAIL.ONE could hire a third shift if expansion projects prove accurate.

The council will weigh approving the agreement immediately following the hearing.

Later during the meeting, council members will rule on a resolution that supports RAIL.ONE’s application for a public well variance from the Iowa Department of Natural Resources. With the well already established, and employment exceeding 25 people, the DNR reclassified the well and is requiring more restrictions, such as a 200-foot buffer.

Since RAIL.ONE doesn’t entirely own all property within a 200-foot radius of the well, the company needs DNR approval. Otherwise, it must work out with the city a way to maintain the public well without interfering with neighboring properties or projects.

The public hearing will take place early in the regular meeting at 7 p.m. RAIL.ONE’s request for support will happen later with the Committee of the Whole immediately following.

On Tuesday, the council also will:

n Analyze a stormwater utility report from Strand & Associates consultants. This item was originally slated for the July 1 COW, but with three council members absent, it was removed the day before the meeting. The report estimates more than $80 million worth of revisions are needed to the city’s sewer/stormwater system by the year 2037.
