Slate of ordinances set for consideration

CLINTON — On Tuesday, the Clinton City Council will read and weigh in on a number of ordinances that impact varying segments of the community.

All of them are first considerations only, meaning council members will have two more readings before possible adoption.

First on the docket is an ordinance that will allow downtown C-3 zoned businesses to implement sidewalk cafes. The matter first arose during last week’s Committee of the Whole meeting, and while council members were initially hesitant on the issue, they ultimately voted 5-1 to move the item onto the agenda. If the ordinance is approved, it could give businesses time to apply for cafe leases and permits before the end of the summer.

“The way our current ordinances are set up, they cover ‘outdoor service areas’ which only cover ground to the back and side of businesses, not the front,” Planning Specialist Jacob Coupee said last Tuesday. “The sidewalk becomes a no-go. Every city has sidewalk cafes of some sort.”

The council also will consider an amendment that will allow city attorney law firm Lynch Dallas to move out of its current “interim” status. During a special meeting at the beginning of the month, Mayor Mark Vulich was advised not to sign a contract until Clinton City Code was updated to include the “legal services” definition.

Although Lynch Dallas has not been officially hired full time, the firm has already started work with the city and lead attorney Pat O’Connell has assumed the city attorney chair during recent meetings.

Lastly, the council will weigh an ordinance that will alter calendar parking for next winter. City streets superintendent Tom Krogman recommended a change in the policy to be more amenable to city snow removal routes.
