New finance director hiring expected Tuesday

CLINTON — The Clinton City Council is slated to hire a new city finance director during its regular meeting Tuesday night.

Anita Dalton, of Camanche, has been selected by City Administrator Jessica Kinser to fill the position that Kinser held before being chosen as the city administrator.

Dalton has worked at Archer Daniels Midland as a cost analyst for the past two years. Before ADM, the Camanche native was an accounting manager at the Wild Rose Casino and director of accounting for the Frontier hospitality group for more than 19 years.  She has her bachelor's degree in accounting from Mount St. Clare College.

Her salary will be $75,705 and she will start working for the city on Oct. 7.

A hiring committee consisting of three council members, three department heads, one Finance Department employee, the City Clerk, and the City Administrator conducted an initial interview, which was then followed by a one-on-one interview with the City Administrator and a group interview with the Finance Department.  

The appointment is ultimately Kinser's decision, but will come before the council for formal approval on Tuesday.

Outside of approving Dalton's appointment, council members will vote on a contract with McClure Engineering for $338,055 to Rittmer, Inc., of DeWitt, for construction of the south access road into the Lincolnway Railport. Earlier this year the city received a Revitalize Iowa's Sound Economy grant to cover up to $283,516 for construction costs of the road.  

The council also will take action on a resolution that would bar residents from temporarily discontinuing their solid waste service.

During the Committee of the Whole meeting immediately following the council meeting, council members will discuss a change to the alcohol monitoring plan that applies to bars that allow patrons under the age of 21.

The Gateway ImpACT coalition came to the Rules and Regulations Committee meeting Tuesday to ask that bars with under 21 exemptions be required to issue wristbands to anyone between the ages of 21 and 30, which is a change from the current monitoring plan.  

Changing the name of Liberty Avenue to Veterans Memorial Drive is also on the Committee of the Whole agenda for discussion.  

Council members also will discuss issuing a request for proposal for engineering firms to collect data on the city's basin 6, which is bordered by Bluff Boulevard, the Mississippi River, Eighth Avenue South and Seventh Avenue North.

As part of the long-term control plan, the city will need to improve the sewers in this area, but staff is unsure how much will need to be improved and what the costs associated with the improvements will be. The cost of the data collection would be $100,000 or less and is currently accounted for in the sewer capital improvements plan.  

The Clinton City Council will meet at 7 p.m. Tuesday at Clinton City Hall with the Committee of the Whole meeting immediately following.
