---- — CLINTON — The first part of a new apartment complex is taking shape, and soon the facility's other half will be started.
Construction began in January on the 32,000-square-foot West Heights Townhomes, and according to CHI Housing representative Matt Miller, the first wing is intact. The second wing will be ready soon, keeping the company on track for an opening date by December.
The facility is housed at the corner of 11th Street Northwest and 14th Avenue Northwest, next door to Fareway and the new Village Cooperative of Clinton.
"We chose this area for West Heights because of its location to services such as the grocery store, vicinity to the new middle school and medical care," Miller said. "All of these factored into where we wanted to place the building."
CHI will operate the facility. The company owns three other properties in downtown Clinton, including the Van Allen building apartments, the Clinton Block apartments and the Armstrong apartments.
The project is funded by a federal tax credit, which will total more than $6 million over 10 years, and a HOME loan of $390,000. Both were awarded by the Iowa Finance Authority board.
The complex will feature 30 units, with 26 of them being 1,050-square-foot, three-bedroom units, and four of them being 1,300-square-foot, four-bedroom units. Garages also will be available.
CHI has agreed to rent at least eight units to individuals with physical, mental and developmental disabilities.
Marketing for the structure will begin approximately 90 days before the opening date. The townhouse will be open to very-low and low-income residents. The income restriction for a low-income family of four is $35,280.
