CAMANCHE — The City of Camanche approved a 28E agreement with the Clinton County Area Solid Waste Agency.

The Camanche City Council on Tuesday voted 4-0 to approve the 28E agreement with the Clinton County Area Solid Waste Agency. Councilman Paul Varner abstained.

The 28E agreement on Aug. 27 was approved by the Clinton County Board of Supervisors. The resolution approved by the Board of Supervisors ratified a 28E agreement for the administration of the Clinton County Area Solid Waste Agency.

The resolution passed by the county authorized Supervisors Board Chairman Shawn Hamerlinck to enter into and sign the revised 28E agreement for the administration and funding of the CCASWA. The agreement upon approval by each party will be filed with the Iowa Secretary of the State's Office and the Clinton County recorder. The agreement will be in effect upon the completion of the filings. The agreement must be signed by Clinton County and the cities of Andover, Calamus, Camanche, Charlotte, Clinton, DeWitt, Delmar, Goose Lake, Grand Mound, Lost Nation, Low Moor, Toronto, Welton and Wheatland.

The revised 28E agreement stipulates each CCASWA board member will have one vote. The county will levy to maintain minimum required closure and post-closure care funding levels. The levy will supersede the head tax. The head tax currently dictates the CCASWA voting structure.
