CLINTON — The Clinton County Area Solid Waste Agency has been fined $10,000 by the Iowa Department of Natural Resources.
According to an administrative order from the Iowa DNR, the penalty requires the agency to pay the $10,000 fine, "immediately comply with existing rules governing operation of the facility", and provide documentation they're following the rules.
The order notes that over the period of May 11, 2016 to July 10, 2017, the CCASWA received four different notices of violations or letters of non-compliance related to intermediate cover of working faces, daily cover or accumulation of litter on the property.
Progress Contracts, Inc., which is the contracted operator of the landfill, will be responsible for paying the $10,000 fine. Brock Swan said they will be paying the fine, learning from it and moving forward. Swan said he takes responsibility and will be more vocal on potential issues with the board moving forward.
He said it was a "perfect storm" of things, including the delay with the cell construction, weather and other circumstances.
He said going forward they have a plan to contain litter and provide documentation at the landfill.
